UG does not specify pre-requisites for adding patients #7

In the UG, there is no mention of the constraints imposed on adding patients. Receptionists who use the application will only discover that duplicate patients cannot be added once they start using the application, and even then, it is not specified which parameters are used to determine if a new record is a duplicate one.
