Implement Pan/Zoom #6

The paid JsPlumb toolkit has this feature. We may need to reimplement.

In testing without any special pan/zoom features, we may not need to implement anything in the near-term.

Scrolling functions as expected, and cmd+ and cmd- work just fine for scaling the content.
