Shorten Url feature not implemented. Added tiny4py example #192

Hi all,

I would send you my patch to make the shorten feature working, and also add an 
example (an adapter class) to make shortener working with Tiny4py 
(http://code.google.com/p/tiny4py), a library that allow you to choose the 
version of shortener and using it in an easier way...
