Improve regex on volunteer language skills to deal with multiple languages and proficiency

Currently we are just searching by "beginner", "intermediate", and "advanced", and so not precise enough with level.

E.g.: French - advanced; Arabic - beginner - > can't distinguish between two.

Solution: split other_langs col (tricky part is not a standard entry currently - separated by comma, semi-colon, space)
