How would the user have the Anki cards transfer from the web-service to an Anki deck? Perhaps it is possible to use https://ankiweb.net/

This is definitely possible, and as Anki is open source, one could dig through the source to find out how, and possibly even recycle some of the code, assuming compatible licences (I have yet to decide on a licence for this project, I'm torn between GPL and something more permissive), however I suspect it may be somewhat complex.

A step further, Anki may(?) be able to push to Anki web

These features would be for desktop users. I personally prefer to focus any efforts we have towards a simplified web experience, so I won't look further into this yet.
