Decoupling SQL builder from URLBuilder

Is your feature request related to a problem? Please describe.

Describe the solution you'd like We need to decouple the URL building and the SQL query building.

• extract a SQL query builder class
• the URL builder should get a SQL builder when initialized
• the WebCommandDataLoader will initilize a URL builder, enough to pass TOKEN to the loader to simplify the app setup

Describe alternatives you've considered N/A

Additional context This will allow better local testing too and reading from other SQL-based data sources.
