This tool (nircmd) works well for Windows-based systems
(http://www.nirsoft.net/utils/nircmd.html).  Maybe you can check it out for how
volume control works?  

I've used it to create a few system .bat files for Volume Up/Down/Mute and 
Shutdown.
 Works really well when used in conjunction with the File Explorer feature from
premotedroid.
