Additional configuration + request timeout #67

Added request timeout in case hassio is not responding
Improved logging when dasshio stops or fails
Made timeout_guard code a little easier to read (at least for me!)
Added ability to change hassio base url (allows running independently if you're just running homeassistant, not hassio)

Added a little improvement for logging. I was seeing occasional scapy exceptions and the error wasn't being logged -- hopefully this will make the errors clearer.
