Use danini/graph-cut-ransac

Build wheels using cibuildwheel and update the repo with the following:

• Use latest https://github.com/danini/graph-cut-ransac, which contains several tweaks to make the build compatible with CentOS 7, required for manylinux2014
• Add in a simple build script for building gflags
• Use git submodule for pybind11 and switch to the latest release v2.11.1 to support Python 3.11
• Add CI/CD using GitHub Actions
• Switch build to scikit-build
• Add pyproject.toml to support build time dependencies.
• Add unit tests for pymagsac.findRigidTransformation
