Improvement for turnoff lights.

Hi @CyberGuerro : can you please test this changes and, if everything is fine, merge the changes?

I tested several meteorological conditions and times (see #3).

4 was reverted to handle only the packs like before.

The functions were renamed to AceXSP_Switch_Packs_Open, AceXSP_Switch_Packs_Close. Changes in xsaitekpanels.ini were left as it is more elegant than before.
