Quick port to PySAL 2.0. #45

I modified some library calls which have changed due to the PySAL library refactoring, seehttps://github.com/pysal/pysal/blob/master/MIGRATING.md for details.

I did not check the whole source code, just modified lines throwing errorsuntil it worked again.

Tested with PySAL 2.0.0, 2019-01-30, and QGIS 3.4.15 under Debian testing.

Installed Debian packages: python3-pysal 2.0.0-1 qgis 3.4.15+dfsg-1+b1

Thank you so much for helping! I move the pull on a dedicated branch that I created some times ago exactly to start the migration to PySAL 2. I will make some tests too and if everything works I'll move this to the Master!
