Option to add button links to the navbar #17

Some websites, like docs.dask.org, have a navbar with links. Add such a theme option to Nefertiti for Sphinx. Design wise it has to be responsive.

I believe that book-theme has made a pretty good configuration interface. I like that it can be added to the start, middle or end of the navbar, which really enables one to make coherent interfaces, especially for internal specifications
