Filter Camera movement #6

Camera movement is a little hyperactive - add in some configurable parameters to control how fast it pans and zooms. This should reduce the jitter the is currently a little annoying.

Camera movement is now filtered so should be less jittery, as of 35365d6d5c3650ff694db939ad2ead6317e1e73f
