"Neutral" has too large of a scale #135

Right now we define:
Pro: > 40% on the spectrum
Con: < -40% on the spectrum
Neutral: -40% ~ 40% on the spectrum

Users reported that Neutral has too large of a scale on the spectrum. Perhaps 
need to make it narrower. Also use visual distinction to separate 
Pro/Con/Neutral
