palette fades for ncvisuals #1476

We ought be able to do sweet-ass fades on bitmaps, pretty easily actually.

when this is complete, do a palette fade on the greatscott.jpg image used in intro to show it off. bonus points if we can make greatscott fade at the same time as the main intro text fade.
