switch to ffmpeg from openimageio on Fedora #2631

ffmpeg was added to the main Fedora repositories about three weeks ago. we ought go ahead and switch to it wherever it's available (i'm not sure whether it got back into F35/EPEL8 etc).

it looks like ffmpeg is only available on f36+ https://src.fedoraproject.org/rpms/ffmpeg

hrmmm, we're able to play some videos on Fedora just fine now using ffmpeg-free-devel, but we bomb out on samoa.avi in tests.
