Define InterSwitchLink multicast #31

I'm seeing a well-known multicast MAC address in 0.99.9 for which we appear to have no name:

01:00:0C:00:00:00 Inter Switch Link (ISL)

That's also 03:00:0C:00:00:xx (these are 40-bit mcast addresses).
