extra gap line between top-truncated device and focused device #53

When we're browsing a device below a top-truncated device, there is often an extra gap line. See attached. I'm unsure whether this is a problem in omphalos or notcurses. I don't think we see this in growlight, but am unsure.

I've verified using the Notcurses reel PoC that this is not a general Notcurses problem. We're not drawing on the bottom line or something, and it's limited to Omphalos.
