Replace YC specific urgency settings #4

See YC_HIGH_URGENCY and is_high_urgency

This is too yelp connect specific and isn't useful for anyone else.

Let's think about whacking the low_urgency / high_urgency thing, or maybe building that in with pager duty's native urgency settings.
