Uhm, no it definitely can't, I was tricked by the name, but it's a completely different project.
But there are some other projects like https://github.com/coolaj86/angular-image-crop , which are still using JCrop, but might have a better AngularJS-implementation than mine (which is a bit hacky).
Should have a look at this to see if it can replace jcrop: https://github.com/andyshora/angular-image-crop
