[Enhanc] Custom style for "Inline Annotation" #250

When I use "Add Inline Annotation to Selection ...", the thin red dotted underlined style is difficult to be differentiated from the spelling check.

So would it be possible to add a preference so we could customize the style of the "inline annotation"? Or if it is too difficult, would it be possible to add an entry in about:config ?

For the moment, the constant used for this style is given by: style="border-bottom: 2px dotted #FF3333; cursor: help;"

FYI: this is somehow implemented in the successor, WebScrapBook, which any line-mark can attach a tooltip annotation.
