Fixed all Course 22 requirements and added NEET thread functionality #25

Hi Danny, I've made all the changes to Course 22's requirements, both for our old and new curricula. I can continue to do so from now on through pull requests.

In addition, there is a new initiative being piloted called NEET (http://neet.mit.edu/), for which we have cross-cutting "threads" focused on new machines. It's a major School of Engineering wide initiative, about to expand to all of MIT. Having these thread requirements present will let students ensure they'll be able to get both a NEET certificate and a regular degree, which is the goal.

Any chance my pull request could wait until March 15th to be merged? I've been asked by the NEET folks to wait until that date. Thanks!

Closing this pull request in favor of splitting the m22 and NEET work. m22 to happen now, NEET to happen March 15th due to external factors.
