Updating NSE (Course 22) Requirements for March 2018 #26

Hi Danny,

Here is a pull request for only changing the m22 requirements. It includes our transition plan, which is the m22_old array for Class of 2020 and older, and the current one (m22) for the Class of 2021 and later.

All the NEET stuff we talked about before will come on its own in a separate pull request next week. Thanks!

Hi Danny, I've just added NEET functionality and all the final NEET requirements. We are hoping to go live with NEET on Tuesday April 3rd, any chance this could be merged by then? Thanks?

Hey, sorry for the delay; I was away from my personal dev environment for a bit. Since it's now the night before when you needed this change in, I've tweaked the things I wanted to fix myself, then merged in your changes. (There were a couple things which needed tweaking; I can point them out if you're interested.)

Your changes (the m22 updates and NEET) are now live on CourseRoad. Thanks for contributing!

Thanks so much! Just in time, this was immensely useful. I may have an update on NEET thread requirements early next week, once we work out the kinks. Nothing major, though.
