Update cookie check for sticky hiding of banner #37

The old apology banner used the hidebanner=1 cookie to keep sticky info on whether it should be shown. New banner content, new cookie, so folks who hid the old one don't miss the new one.

I'm not planning to push to the main page quite yet btw, we're still merging the last few things into the new one. I'll move it to courseroad.mit.edu/old and pull the updates later tonight
