This PR contains the new V2.0 implementation of Staff applications. Users can now:

Check whether they are active long enough
Check if they have enough messages
Apply for a staff position directly through discord

Moderators can now:

View all applications
Deny applications
Mark applications as spam
Accept & progress applications through the application tree
...

A pdf with a full explanation for moderators is in the making, end users shouldn't need one since the /apply-for-staff command is very simple to use
