Add ability to give feedback on experimental commands #220

This PR gives Pax developers the option to decorate their command with @experimental This will add a view to the command result where users that are VH or above can give feedback on a command

This is done. I didn't add the challenge solver role because there are like 15 of them and can't be bothered getting all those ID's for an experimental decorator
