Add Vagrantfile for testing

cd into tests and vagrant up
add .gitignore to ignore vagrant dotfiles

Ok, I'll make another PR in a little bit, the problem with this one is that the hosts don't execute in parallel and thus the way you're doing inventory doesn't work

But I'm running into ruby problems, I thought I'd have it fixed by now
