Run github action 3 times each morning #34

OWID seems to be getting less consistent with their update times.

Today they didn't update until 7:33am PT. This will try the action at 5am, 7am, and 9am and pull new data when it exists.

@danqing -- It looks as though even your manual update today was before OWID had updated for today...

If you merge this in before 9am this should grab the 3/27 data when it runs :)
