@L-TChen Adds support for GHC 9.8. Adds CI support for GHC 9.8.2 and 9.6.4 and updates to 9.4.8 and 9.2.8.

@L-TChen The cabal workflow failed with The workflow is not valid. .github/workflows/cabal.yml (Line: 19, Col: 20): Unexpected value 'latest'. I have pushed a change that fixes it. Matrix entries must be arrays, afaik.
