Create pf_chang_chicken_lettuce_wraps

Hi, this is great.

However, it breaks convention on how we build tacos on Tacofancy. This should follow the object oriented approach to tacos: https://github.com/sinker/tacofancy/blob/master/WRITING.md

Basically, you should break the chicken filling into its own file in the base_layers directory, you should add the butter lettuce to the shells directory, then combine the two as a separate file in the full_tacos directory.
