Certainly possible, but you're right about it being a lot of work.
In case popular browsers, like Firefox, provide extensions to which we only have to provide the Stylix color palette, then it should not be much of a burden.
I don't know how feasible this would be to implement and maintain, but it would be cool as hell if you could implement theming of websites via CSS. Common sites like YouTube, Twitter, various Fediverse clients such as Pleroma, Mastodon, Misskey etc. It would really take things to the next level, but it would probably be extremely hard to do not to mention maintain and deal with bugs and things that look funny. I'm just throwing this out here as a idea, and maybe someone can do something with it or discuss it
