This delay should prevent the PSW from powering on by a motion detector immediately after it has been turned off by a force command.
Use case: Light in a room powers on by motion detector. It can be powered off with the wall button in a room (instead of waiting for the motion timeout), i.e. to save energy. But if the person is still in the room, the PSW will be immediately powered on if a motion is being detected.
The time delay should suppress such motions for the specified time after a force off message.
