Details about how the signal is used by CNEs to enforce policies are worth discussing.

I agree some text is needed.

My view is a client only influences traffic to itself, and CIDFI does not influence traffic to other clients. A difficulty of course is where the network places NATs which obscure "other clients" because of IP address sharing but NAPT isn't CIDFI's fault.
