Do you mean a video/audio call with emergency services (e.g., 112, 911), which we would want prioritized over other flows, rather than within this one flow? Prioritizing over other flows is a different problem -- it is "intentional policy". It also requires authorization, ideally granted by the emergency service operator (government) itself.
Or do you mean a handset that is owned/operated by police/ambulance service, and thus should always have priority over mere citizens? That is also "intentional policy".
Maybe this document and/or CIDFI can improve discussing their niche which I am intending for only "reactive policy"?
