Could you please make a plugin that automatically kicks anyone that kills in 
noclip?

Plugin already on plugin list

http://evolve.overvprojects.nl/plugins/sv_afkkicker.lua

search this line and there you can change the time

( !pl:EV_HasPrivilege( "Not AFK kicked" ) and pl.EV_AFKTime and os.time() - 
pl.EV_AFKTime > 300 ) then

300 that is 5 minutes
for 15 minuten you change that to 900
its in seconds

thats an afk kicker not a minge killer kicker he means if some one kills 
someone else while there in noclip then it should auto kick them

but i would like a plugin that will auto kick /ban for a certin amount of time 
if he kills 4 people with in 10 min (privlege and disable box in sandbox menu)
