Allow screen not showing in IE7 and IE8

What steps will reproduce the problem?
1. Login popup IE7 IE8

What is the expected output? What do you see instead?
Expected is the allow screen. But it's displaying a white screen.

What version of the product are you using? On what operating system?
- 1.6;
- windows (all)
- IE7 and IE8

Please provide any additional information below.
