global constraints dashboard should list and work with gc's registered with the controller #11

The global constraints dashboard should list and work with gc's registered with the controller.

Currently the global constraint dropdown lists TokenCapGC whether or not it is registered with the controller. It does not list any other constraints that might be registered, including non-arc ones (TODO: confirm the latter is allowed and supported by arc).
