Can't add GC to Genesis DAO #31

Proposing to add a GC (TokenCapGC) to the Genesis DAO causes a revert. Works fine with other DAOs.

Check other operations -- this may not be the only one that fails with this DAO.

This is probably an issue in arc.js and how it is migrating Genesis.
