Disable deletion of previously validated PAPs #155

Prevent deletion of PAPs that were previously validated by the NEDA. These PAPs can be identified by the PIPOL System NEDA:Validated and PC:Confirmed.

Instead of deletion, users should submit the PAPs for dropping instead.
