Allow users to upload tabular data (either as new or edited entries)

Currently, all the table inputs in the PIPS are inputted manually in text fields. This is tedious because users can't just copy multiple data entries at once. We can improve user experience by allowing users to:

• Download a template (or if table is not empty, download existing table). If possible, the template should lock columns and rows which should not be modified (e.g. id of funding source/province/region)
• Upload the filled up template and show a confirmation page showing the data that will be uploaded. This is also where the data can be validated. Users can make further edits in this confirmation page.
• Handle submission
