Contact Information edited but Summary (snapshot) does not reflect change #2

Issue from RFO CAR.

They edited the Contact Info (last data field) for the PAP pn "Agricultural Development...(SIKAME)" but when they go back to the dashboard, and click the PAP entry name, the "Summary" snapshot (dialogue box) does not show the encoded data for Contact Info

The problem with this is that the data in the dashboard is cached by the application. For it to update, the user needs to reload the entire dashboard. This is not practical since to address this issue, every time the user updates the PAP information, the application will need to refresh the dashboard. This information change is not that critical imo.

Currently, the PAP view popup is cached to save on trip to the server. However, it is definitely possible to call the server every time a PAP is opened for quick view.
