add `snap` #3

snap does:

records the elected set as a slate if it isn't already
records "latest" elected set slate ref
stores some metadata associated with that set (e.g. timestamp, or an isLatest func comparing to latest)

another useful "metadata" would be getters for the size of the slate and accessors for members by index, because contracts can't pass around dynamic types !!
