Explore IPNS to distribute packages

In 2018 and 2019 we explored IPNS as an option to trustlessly deliver package updates but discarded the idea to it's instability.

Fast forward 2021 it's time to revisit it again after many updates and assess it's viability.

In this context https://github.com/dappnode/DAppNodePackage-ipfs-pinner/issues/31 would also be nice - this way people could easily pin the package definitions.
