Use HTTPS auth in ethical metrics -> enables auth in tor endpoints #1961

Once tor is integrated into dappmanager or as a core part, use HTTPS auth in ethical metrics to redirect all the pull requests from ethical metrics infra that come into tor node to the HTTPS endpoint that has basic auth
