Do onNewManifestHash more user interactive:

Allow to manually introduce the gateways that the user wants to use. These gateways are used to determine whenever a package is propagated in IPFS network or not. There should be defaults:

export const IPFS_GATEWAY = "https://cf-ipfs.com";
```
Add a button to re-fetch this health check
Only allow to publish once at least one of this health check has passed
