Action items and notes from previous meetings

1) @yaron2 - Review the Feature Maintainer proposal - https://github.com/dapr/community/pull/422

Action: Yaron to update this proposal and bring back an update version for the August STC 2) @yaron2 - Vote on Maintainers for the Dapr-Shared and Kubernetes-Operator repos.
Proposed maintainers are
- https://github.com/salaboy (Diagrid) for Dapr-Shared
- https://github.com/lburgazzoli (Redhat) and https://github.com/salaboy (Diagrid) for Kubernetes-Operator
  - Action: Voted by STC and agreed by STC to approve these maintainers. 3) @msfussell - Update on the Dapr Graduation progress. See https://github.com/cncf/toc/issues/1354
  - Provided an update on the progress and expect graduation to occur within the next 2-3 months. 4) @olitomlinson - Raised a concern on lack of JS maintainers. Need to reach out into community. Members of the STC to reach out. 5) @msfussell - Proposed that at the August STC meeting we have a mid-year check in on the progress of the project. -
