Resign from Dapr maintainer and approver #525

Effective immediately, I am resigning from my position as Dapr maintainer (for components-contrib and kit) and approver (for runtime).

I want to thank everyone working on Dapr for the opportunity to contribute to the project and help advance Dapr.
