Foundation DB as State store #1043

Describe the feature

Foundation gives users ACID transactions in a distributed database. Used in Apple and many other mission critical places, Foundation DB has been proven as a great choice. Given level of consistency and the performance that brings to the table, it will be great to have it as a Dapr state store.

ADD FoundationDB in Dapr.
