Publish rust-sdk docs #4098

What content needs to be created or modified?

Add the rust-sdk to the docs as a submodule

The docs currently make it clear it is in an alpha state

Describe the solution you'd like

Where should the new material be placed?

Yes, please do. I'm aiming to sort this out in time for this release if you'd agree.
