[Dapr control plane] Update docs to reflect that components run in single namespace #4131

What content needs to be created or modified? Update the documentation to reflect the new capability for Dapr components to respect the limited RBAC permissions when using global.rbac.namespaced and work within a single namespace.

Where should the new material be placed? Dapr control plane concepts

Hey @hhunter-ms do you know if there was any progress regarding global.rbac.namespaced not working? I can't seem to find any information about a fix for this issue at this moment.
